A two-page Moscow Police Department chain-of-custody report for case 22-M09903 and evidence 22M-1810, described as Item 11, a tan K-BAR sheath with a USMC logo found on a bed in a third-story bedroom. The log shows booking and receipt by Brett Payne on November 14–15, 2022; two duplicated-looking temporary-release entries to ISP Willerford for transport to the ISP lab on November 16; two duplicated-looking lab-return entries on December 16; legal-defense review by Jeff Talbott on April 6, 2023; defense review associated with Brent Turvey on December 12, 2024; repackaging by Brett Payne on June 23, 2025; and a July 7, 2025 location-change/hold entry. Custodian identities are heavily redacted. The report documents recorded custody transactions but does not itself contain DNA results, packaging photographs, seals, or signatures.
A Moscow Police Department custody report for incident 22-M09903 and evidence number 22M-1839, described as “Item 40 Blood Swab” from the “F3 South closet wall.” It records booking at 9:34:47 a.m. on November 14, 2022 and receipt/booking at 4:59:25 p.m. on November 15, both associated with Brett Payne and the reason “Send to Lab.” It records legal-defense viewing by Jeff Talbott on April 7, 2023 for photography. The report does not state the swab’s biological profile, test result, source individual, collection method, packaging condition, lab accession number, or whether “blood” was analytically confirmed.
A Moscow Police Department evidence log for incident 22-M09903 and item number 22M-2144, described as Item 290: an envelope, letter, and playing cards submitted by ISP Detective Matt Heinle under ISP Supplemental 72 for “possible suspect DNA.” The item was booked on December 6, 2022; opened for legal-defense review on April 6, 2023; copied for the Latah County Prosecutor on April 17, 2023; and moved to another evidence location on July 8, 2025. The log documents the stated testing purpose but includes no sender/recipient identity, letter text, card description, DNA test result, comparison, or conclusion that suspect DNA was present.
A later three-page export for the same MPD evidence number 22M-1810 / Item 11 K-BAR knife sheath documented in Record 017. It lists custody events from November 2022 through July 2025, including laboratory-related transfers and later review/location changes. This is a separate report export, not a second sheath or newly collected evidence item.
