A two-page Moscow Police Department chain-of-custody report for case 22-M09903 and evidence 22M-1810, described as Item 11, a tan K-BAR sheath with a USMC logo found on a bed in a third-story bedroom. The log shows booking and receipt by Brett Payne on November 14–15, 2022; two duplicated-looking temporary-release entries to ISP Willerford for transport to the ISP lab on November 16; two duplicated-looking lab-return entries on December 16; legal-defense review by Jeff Talbott on April 6, 2023; defense review associated with Brent Turvey on December 12, 2024; repackaging by Brett Payne on June 23, 2025; and a July 7, 2025 location-change/hold entry. Custodian identities are heavily redacted. The report documents recorded custody transactions but does not itself contain DNA results, packaging photographs, seals, or signatures.
