On August 8, 2023, Idaho Office of Drug Policy administrator Sharlene Johnson notified Officer Eric Warner that the extension letter was available. On August 9, Warner told City of Moscow staff that the grant had been extended for a fifth quarter and said he hoped to use the additional period for extra plain-clothing party patrols, which he characterized as reducing campus intoxication calls and deterring underage drinking. Later that day, grants manager Alisa Anderson sent Johnson an executed extension agreement. The chain documents administrative communications and Warner’s stated program rationale; it does not contain patrol reports, outcome data, reimbursement records, or a direct connection to the homicide investigation.
